Add tackle when you finally get the iridium rod and many fish get fairly easy to catch. The mini game does get easier as your fishing skill increases and after you purchase better fishing rods. It's easy to get discouraged if you get a lot of very hard fish when your skill is very low. And you'll never know until you start the mini-game and observe it's behavior. You have to recognize that when you cast you might hook a very difficult fish, or an easy one.
